ST. LOUIS – The Missouri Senate has advanced a plan that would make changes to the state’s initiative petition process.
Republicans amended the measure to remove wording that restricted voting to U.S. citizens and prohibited foreign funding for amendments. Democrats called those provisions ‘ballot candy,’ saying both already fall under Missouri and federal law.
It now only asks voters if a statewide simple majority and a majority of congressional districts should be required to approve initiative petitions. The house also approved its own version of the changes.
