Second man charged in fatal shooting outside Overland bar

ST. LOUIS COUNTY, Mo. – A second man has been charged in connection with a shooting outside an Overland bar that left one man dead and another person injured.

The shooting occurred on February 2 at STL On The Rocks in the 10000 block of Page Avenue.

Officers responded to a reported shooting and found two people outside the business with gunshot wounds. Both were rushed to a nearby hospital. One of the victims, Rashad Redd, was pronounced dead at the hospital. The other victim survived.

Investigators reviewed surveillance video from both inside and outside the bar and spoke with witnesses at the scene. They determined a fight began in the bar and security forced everyone outside, where the fighting continued.

At one point, someone in the parking lot began shooting. Police claim two men, identified as Manuel Burgess and Melvin Fraction, can be seen on video firing guns in the direction of Redd and the other victim.

Fraction was arrested and charged earlier this month. Burgess was arrested on February 26.

The St. Louis County Prosecuting Attorney’s Office charged Burgess with second-degree murder, armed criminal action, and unlawful possession of a firearm. Burgess was jailed without bond and is due in court on March 5 for a bond reduction hearing.
