North Carolina amends some voting rules so Helene survivors can still cast ballots

North Carolina is changing some of its voting rules to make sure no one is denied the right to vote as some areas remain inaccessible. CBS News’ Skyler Henry is in North Carolina where the race is razor thin and voter turnout is critical.
