Senate leaders say they’re backing a breakthrough plan to control immigration at the U.S.-Mexico border, but it’s strongly opposed by many House Republicans and some Democrats. Meanwhile, more than a dozen Republican governors are showing their support for Texas Gov. Greg Abbott’s extreme measures to secure the border.
