Fugitive contractor nabbed in Illinois, 100 miles from St. Charles County

QUINCY, Ill. – This is the time, when people are dealing with storm damage, that alleged victims of Raymond Alexander fear he might resurface. FOX 2 has reported on the consistent warnings from customers who told us they received nothing for the money they paid, all while Alexander had apparently skipped town.

FOX 2 twice visited Alexander’s last known address on Morgan Street in St. Charles, where neighbors told us they’d heard he left for Quincy, Illinois. Fox 2 alerted Quincy police on May 17. Less than two weeks later, Alexander was taken into custody.

“I am amazed, and I thank everyone for spreading the word,” Debbra Arndt said.

Arndt paid $7,500 for a roof Alexander never started.

“I was afraid they would just blow it off because it wasn’t someone hurting someone,” she said. “It was a different kind of crime.”

Arndt said the money she lost kept her from growing her garden for the homeless the last couple years.

“I didn’t have the funding because that’s what he took from me,” she said.

She’s now back on track with her garden and anxious to see what happens with Alexander’s arrest.

In an Adams County, Illinois, court hearing on Tuesday, Alexander learned he will be extradited to the St. Charles County Jail to answer to the charges.

Alexander faces felony stealing charges, filed this month by the St. Charles County Prosecuting Attorney’s Office. Alexander is also on probation for previous felony stealing convictions, including Arndt’s.

“I would hope that the same thing doesn’t happen as when I was in court with him,” Arndt said.

Arndt said Alexander was released so he could pay restitution, but she only received a single check for $170.

Kathy McBee ran into Alexander next.

“He actually got us two weeks after he got out of jail on probation,” she said.

“He’s good at scamming people,” Arndt added.

The St. Charles County Prosecuting Attorney’s Office has asked other potential victims to call police if they’ve had questionable dealings with Alexander. Court records indicate an alleged scheme that began at least three years ago, involving tens of thousands of dollars.
