Charges filed in fatal shooting outside Overland bar

ST. LOUIS COUNTY, Mo. – One man has been charged with a shooting outside an Overland bar that left one man dead and another person injured.

The shooting occurred on February 2 at STL On The Rocks in the 10000 block of Page Avenue.

Officers responded to a reported shooting and found two people outside the business with gunshot wounds. Both were rushed to a nearby hospital. One of the victims, Rashad Redd, was pronounced dead at the hospital. The other victim survived.

Investigators reviewed surveillance video from both inside and outside the bar and spoke with witnesses at the scene. They determined a fight began in the bar and security forced everyone outside, where the fighting continued.

At one point, someone in the parking lot began shooting. Police claim one man, identified as Melvin Fraction, can be seen on video firing a gun in the direction of Redd and the other victim.

After reviewing the rest of the footage, police issued a traffic warrant on Fraction’s vehicle. Fraction was eventually taken into custody and police claim to have matched shell casings from the scene with his 9 mm handgun.

The St. Louis County Prosecuting Attorney’s Office charged Fraction (age not provided) with second-degree murder, armed criminal action, and unlawful possession of a firearm. He remains jailed on a $500,000 cash-only bond.
