Border security expected to be sticking point in all congressional legislation moving forward

Congress has once again narrowly avoided a government shutdown by approving a short-term spending bill, but the bill was nearly derailed at the last minute by House Republicans calling for crackdown legislation on border security. CBS News congressional correspondent Scott MacFarlane reports on how border security has become an obstacle in nearly every large bill passing through Capitol Hill.
