Manchester Police Chief placed on administrative leave amid investigation

MANCHESTER, Mo. – The City of Manchester’s police chief, Scott Will, has been placed on administrative leave as part of an ongoing, independent investigation.

Will was officially placed on leave Wednesday, according to a news release from the City of Manchester.

The city did not disclose many details around the investigation pertaining to Will. The news release reads, in part, “It is the City of Manchester’s policy not to comment on details related to personnel matters.”

The city says more information will become available after the investigation concludes. According to the news release, the investigation does not concern the unauthorized use of the Regional Justice Information System, a resource used by St. Louis-area police agencies to combat crime.

Lt. Ed Skaggs, who has more than 40 years of law enforcement experience, has been appointed as the city’s acting police chief.

According to the city, Craig Smith, a former Deputy Police Chief, resigned from his position within the Manchester Police Department on Tuesday.
